Minister Fuyuan Lu in attendance to view NLOS demonstration of Wi-LAN's Libra 3000 product

Wi-LAN Inc. (TSX:WIN), a global provider of broadband wireless communications products and technologies, announced today it had the pleasure of hosting a delegation from the Ministry of Commerce of the People's Republic of China led by Mr. Fuyuan Lu, the Minister of Commerce. This meeting allowed the Minister of
Commerce to explore Wi-LAN's high-tech expertise and review all of Wi-LAN's success in China, while allowing Wi-LAN to explore China's commercial outlook.

The 14-person delegation, led by Minister of Commerce Fuyuan Lu, was here to meet with Wi-LAN and witness a live demonstration of the Libra 3000, Wi-LAN's broadband wireless access system for operation in the 3.5 GHz frequency band. In 2002, Wi-LAN announced the sale of Libra 3000 product to supply the city of
Nanjing with broadband services. The City of Nanjing, with a population of 5.2 million, is one of five cities (total population of 50 million) in which the Ministry of Information Industry (MII), the super-agency overseeing telecommunications, multimedia, broadcasting, satellites, and the Internet, has issued licenses for 3.5 GHz spectrum for city-wide deployments in 2002. Licenses have been issued for an additional 32 capital cities in 2003. Tenders for equipment sales to these cities are
currently being negotiated between the operators and various equipment vendors.

In addition to the NLOS streaming video demonstrations, which included a live netmeeting with audio and video and four simultaneous video feeds from a NLOS location at actual data throughputs of up to 24 Mbps, discussions around the new IEEE 802.16a standard on Metropolitan Area Networks and interoperability, and the future of fixed wireless including the direction of 4G technology were explored.

Wi-LAN's Libra 3000

Libra 3000, based on Wi-LAN's patented W-OFDM (Wide-band Orthogonal Frequency Division Multiplexing) technology, provides non-line-of-sight capability that has been proven in various commercial networks, increasing fixed wireless access subscriber coverage, from conventional levels of 50% or less, to levels that can exceed 90%. Libra's flexible architecture supports full or half duplex operation, is fully redundant and has tiered service management and user-friendly network management, all in an easy to install, weatherproof, single unit design. LIBRA products offer high spectral efficiency, which translates into maximum usage of valuable licensed spectrum and higher effective data transmission rates.

The W-OFDM Advantage

W-OFDM is a variation of OFDM that further improves its characteristics. The signal reception is corrected for distortions, allowing greater transmission speeds, and the signal is processed to maximize the range and multipath resistance. W-OFDM allows lower-power, multipoint radio frequency (RF) networks to be implemented, minimizing interference with adjacent networks.
