Wi-LAN RECEIVES $1.4 MILLION FIRST PAYMENT OF $8.8 MILLION INVESTMENT FROM GOVERNMENT OF CANADA

CALGARY, Canada, June 30, 2003 -- Wi-LAN Inc. (TSE:WIN), a global provider of broadband wireless communications products and technologies, today announced that it has received the $1.4 million 

first payment from an $8.8 million Research and Development (R&D) investment agreement with the Government of Canada, which was announced on April 2, 2003.  The investment agreement, through Technology Partnerships Canada, is in place to assist Wi-LAN to 

develop next-generation wireless technologies.

Payments to Wi-LAN under the agreement are calculated as a percentage of Wi-LAN’s spending on projects for the development of next-generation wireless technologies, as specified in the agreement.  The payments are retroactive to November 1, 2001, and the amount of the initial payment reflects project spending from November 1, 2001 to March 31, 2003.  Future payments will be received on a quarterly basis and will reflect a portion of project spending in the prior calendar quarter up to March 31, 2005, subject to the $8.8 million maximum amount under the agreement.

The risk-adjusted investment amount is repayable through royalties
after March 2005 subject to certain terms and conditions.  In addition,
in January 2005 the Government of Canada will receive a five-year warrant valued at $5 million with an exercise price equal to the 
market price of the underlying common shares at that time.
