Seal Beach and Los Alamitos Police Departments Announce Success of Alarm Triggered IP Video Project

Seal Beach, California, July 5, 2000:

The Seal Beach and Los Alamitos Police Departments announced today that after 3 months of testing, the Alarm Triggered Internet Protocol Video (A-TIP Video) Project, a technological development partnership with local and national corporate sponsors, has demonstrated to be a successful proof of concept.

Seal Beach and Los Alamitos Police Departments initiated the program in an effort to enhance the law enforcement response to high risk calls for assistance and provide greater security to the public in public buildings, schools and crime suppression targets.

"The A-TIP Video system is an alarm activated, secure wired and wireless Internet based, real time video monitoring network," indicated Michael Sellers, Seal Beach Chief of Police. "The A-TIP Video system would allow a police dispatcher and responding officers to view, via a secure Internet site, the internal video feeds from the location where a call for police assistance has been initiated. The call for help could be in many forms. It could be a traditional telephone call or an automatic burglary, bank robbery or panic alarm," continued Chief Sellers.

Using "A-TIP Video" the law enforcement response to an emergency call for assistance could be greatly enhanced. The law enforcement response could be expedited and scaled to match condition/ threat analysis based on actual verifiable video data.

Recent advances in spread spectrum radio have allowed this functionality. The bandwidth is now available to transmit multiple full color camera images at a reasonable frame rate of three to five frames per second. Further advances in wireless data transmission assure increasing quality.

"In addition to providing the wireless video feed to the police vehicles we have demonstrated the feasibility of sending a live video feed from the police vehicle to the dispatch network via spread spectrum radio," indicated Chief Sellers.

The crime suppression implications of this technology are considerable as well as its impact on public and police officer safety. As an example, currently when a bank robbery alarm is activated officers take positions around the bank and observe exterior activity and attempt to determine the conditions within the location. Often the alarm activation was an error. This technology would allow an informed cautious law enforcement deployment without exposing the public, bank employees or officers to unnecessary risk.

The Seal Beach and Los Alamitos Police Departments and their corporate sponsors are confident that establishing a secured, password protected video network via a wireless and wired connection to the Internet would be a valuable tool in crime suppression and enhance the law enforcement response to emergency calls for assistance.

Both communities are served by West-Comm, a joint powers communications center located in Seal Beach.
